Number one is good - it just can't be guaranteed.

If an SEO expert says that all your on-site SEO needs is to change the page titles and meta tags, and that all your buttons should be green (an old Conversion optimisation trope), then that SEO guru either doesn't know what they're doing or they're only going to do the bare minimum.
